Do you have any speed mods on the ship? Turning them on will boost your sig radius. Also, you don't happen to have any Halo implants in, do you? Those lower sig radius, as well.

That's primarily because the targets cannot do anything because they are ecm jammed. Remember what happened when they started bouncing? A withdrawal was needed.
